We can expect to see many more reports like these. While their
arguments are full of flaws, they will all be working toward the
smart-growth agenda of spending more on transit and high-speed rail
and less on highways. In contrast, my preference is to simply end the
federal transportation program and let the states spend on whatever
forms of transportation work best for them--preferably forms that pay
for themselves through user fees.
