This problem can only be solved with radical surgery. Eliminate these government positions. As Frank Chodorov said long ago, during the McCarthy frenzy, “If you’re worried about communists in government jobs, get rid of the government jobs.” Similarly, if you’re worried about abusive partisans in government jobs, get rid of the government jobs.
