hhGov. Mark Sanford’s latest fiscal sweetner is a flat income tax proposal. The 3.4 percent flat rate with no deductions would be a $107 million tax cut, “paid” for with a higher cigarette tax. Sanford would keep the top 7 percent rate for those taxpayers who wanted to pay that rate with deductions.

Hmmm.

The Tax Foundation found that per capita state income tax collection in North Carolina in 2006 was $1069, or 11th highest in the county. South Carolina came in at $631, or 34th among states.

In addition, the DC-based non-profit ranked North Carolina’s overall business climate over the past five years a low-low 40th-best out of the 50 states. South Carolina came in at 26th. One major reason for the spread was North Carolina high top income tax rate.
