Much has been published about population changes and associated redistricting. Not so much has been said about the second-home market. Persons owning second homes are disparaged for building McMansions on hillsides. They pay taxes all year but only put wear and tear on infrastructure and use services like water and waste pickup for a fraction of it. Persons building second houses have helped the construction, landscaping, and interior furnishing industries. Now that the construction of second homes – and all homes for that matter – has slumped significantly, and more pro-development representatives have been elected to local offices; hillside protection ordinances are being questioned.
