By the end of Summer, North Carolina’s Department of Insurance (DOI) must sign off on health insurance carriers’ rate proposals for 2016 Obamacare plans that are sold on the individual marketplace. Blue Cross and Blue Shield is asking for an average 25 percent premium hike. Insurance companies in other states are requesting for an average 50 percent increase.
