That’s N.C. Education Lottery chief Tom Shaheen lamenting the lack of lotto players in the state — and the reality that the lotto is going to be some $200 million short of its lofty sales goals. Some of us, ahem, saw this coming from miles away.

Now what?

Look for lotto boosters to quietly revamp the ad and marketing budget to try to sell bigger prizes, just like all the other state lottos have done. In other words, Raleigh will end up doing exactly what Raleigh swore it would never do — a high stakes, highly marketed lotto.
