Without scientific backing, the legislature is considering a bill that has Orwellian markings all over it.  Essentially it would require that all well users “register” their wells with local authorities and begin the process of monitoring the usage of those wells by the same authorities. From the Asheville Citizen Times: 

Users would have to report consumption, facing fines or other penalties for noncompliance.
?If we don?t know somebody?s using water, like if we don?t have a clue how much well water?s being drawn, it?s a little hard to actively manage your aquifer,? said Sen. Joe Sam Queen, D-Waynesville.
?I think in the short term, people are just going to have to register their water use, one way or the other,? said Queen, a member of the legislature?s Drought and Agriculture Committee.

Nowhere in Queen’s assessment does he mention that part of our water situation is due to poor planning on the part of local and state government.  Eerie that he thinks the government entities that have partially created the problem can actually solve it.  In this scenario, if passed at the legislature, we’re moving very close to how long your showers could be, how much water you could use (from your own well) to wash your car.  It’s simply spooky!
