The Town of Columbus has a problem. It wants to contain video gaming, but it can’t because any law targeted against the industry incents it to mutate its operations to be safely within the law. Zoning is a tool used by many municipalities. It is a politically-correct way of ostracizing behaviors without stigmatizing them. To avoid a lawsuit, prohibitionists must claim traffic, parking problems, or neighborhood disruption. Privilege licenses have been used as disincentives, but the gaming industry sued for being charged amounts out of alignment with other fees.
