His Spotlight paper on the vagueness of NC’s urban redevelopment law, mentioned in Carolina Beach’s Island Gazette, is an extension of a later Spotlight
recommending that NC amend the state constitution to ensure private
property rights. Despite the recommendation, as the Myrtle Beach Sun News reports, a constitutional amendment is unlikely.
