From 2012. But with a kicker: routes that had previously been applied for but turned down under the old cap on flights between the two countries like Charlotte-Bogota (specifically mentioned in the news story!) could begin once the treaty is formally signed in about a month.

So the question becomes will US Airways in fact launch CLT-BOG and, if so, when? Would presume that the fact the route is mentioned means that US Airways pushed for this specific provision and wants to fly it, but we will see. Would also presume we’ll see a US Airways – Avianca codeshare if the flight happens, but that could take awhile to work out and get approved.

Update: A different press account says 21 additional weekly frequencies to Colombia will be available immediately and then another 21 in 2012 with Open Skies beginning in 2013. US Airways would be a favorite to win seven frequencies (i.e. enough for a daily flight) as it would be a new entrant to the Colombia market.
