Or simply understand that there is now no doubt that Monroe received preferential treatment in being awarded a BA degree from the university. VCU will not ask for the degree back, however, because it does not want to get sued by Monroe, who could say that he did not do anything wrong. In turn, as long as Monroe keeps the degree he meets the requirements for the job of chief as far as the city of Charlotte cares. (One gets the sense he coulda gotten a degree with boxtops and the city wouldn’t care.)
