Here is an excellent column by Walter Williams on the growing problem of government dependency. Well worth reading.

As Frederic Bastiat said, “Government is the great fiction whereby everyone tries to live at the expense of everyone else.” The drafters of the Constitution did not think that government should be in the business of ladling out money for charitable purposes, but now it consumes the lion’s share of the budget. For that, we have to thank a bunch of Supreme Court justices who insist that the Constitution is a “living, breathing document,” which gives them power to add “rights” that aren’t in the Constitution and ignore ones that are.
