from The Mountaineer in Waynesville, the town board has set aside
$70,000 to build a skate park.  In the article the reason a few
select residents want a skate park is that the private skate park costs
money, and in their opinion a subsidized skate park by city taxpayers
would be FREE.  As stated by The Mountaineer:

Parents said they wanted some place in town where their kids could go and they didn’t have to pay $ 12.

There is a private indoor skate park in the county, but it is not in a central location and isn’t free.
The first step to proceed with the idea would be to select a design
company that would meet with skaters and work out a layout.
