Orange County Manager Frank Clifton is delivering tough-sounding rhetoric in this commentary provided to the Herald-Sun. But will his actions match his rhetoric when he encounters a liberal county commission with a legendary spend-and-tax history that is grounded in the view that government knows better than the citizenry?

I wish Mr. Clifton luck as he experiences his first budget cycle, but I’ll believe it’s a new day in Orange County when I see the commission approve a budget that includes a cut in the property tax rate, cuts in spending, a prioritized list of programs and services, and a rejection of new tax proposals.
