The U.S. Immigration and Customs Enforcement agency says the man charged with killing a UNCC student in a drunk-driving wreck on 485 has been deported to Mexico at least 17 times only to make it back to American soil each time.
There is really very little state and local authorities can do with this kind of situation, except maybe sue the federal government for failing to enforce the law.
