In fact, I don’t even have to have to see a precise, perfect image of the bullseye — I just have to know its general direction in relationship to your dart.”

So you are a semi-omniscient central planner.

A. You know there is a bullseye that exists apart from the one chosen by free individuals. ( who has located this bullseye anyway?)

B. You know the general direction of the bullseye in relationship to the dart. (The dart apparently is a metaphor for the money that will be thrown at the dart board).

C. And I guess that your vision of the bullseye is the right one and will somehow line-up with the vision of the benevolent, non-self interested bureaucrats that will be allocating the funds in pursuit of hitting the bullseye.
