Asheville City Council will consider a second wave of changes to the Unified Development Ordinance intended to simplify building codes so they do not cause construction projects to become cost-prohibitive. The changes, however, appear so particular, one would get the impression the city, rather than granting variances, was legislating anew each time existing ordinances proved an impediment to construction. It would, of course, be preferable for government to get out of the business of judging what constitutes good and evil décor.
