The North Carolina Association of County Commissioners is advising county commissioners to oppose proposed cuts to the Agricultural Development and Farmland Preservation Trust that would decrease the ability of the state to purchase development rights from owners of agricultural lands. “Transfer of Development Rights can be used in ways that fit the needs of the county,” saith the NCACC.

More pragmatically, the NCACC is calling for opposition to a proposal that would make misdemeanants the wards of the counties for their entire sentences. The proposal is expected to save the state $33 million while bursting some county jails at the seams.
