Tuesday, Asheville City Council will consider putting before the voters of Asheville a binding referendum. The proposal would allow the city to retain the coveted water system if a majority of Ashevillians want it to. There is no call for other partners in this “regional” system to matter. Asheville City Councilman Cecil Bothwell’s request at the last meeting to have everybody in the county vote smacked of rare and splendid fairness, as Bothwell has not been a fan of Representative Tim Moffitt’s attempts to dislodge the asset from the city’s clutches.
