North Carolina may be 4th in net domestic migration, but it is 46th in per capita personal income growth between 1998 and 2008, according to the latest version of Rich States, Poor States. North Carolina’s policies keep the state’s economic outlook in the middle of the pack nationally, but well behind other states in the region: Florida, Georgia, Tennessee and Virginia.
