A judge has ordered the state to pay North Carolina’s school districts nearly $748 million for illegally withholding civil fines over the past nine years.

Wake County Superior Court Judge Howard Manning Jr. said the state must turn over all fines collected between Jan. 1, 1996, and July 1, 2005, and give the $747.9 million to school districts to buy technology such as computers.

I predict that this money will be used to expand the state’s one laptop per student schemes.
