Riddle me this, Batman: When is Funding Not Funding?

When community colleges aren’t community colleges. You see, federal funding does not pertain to money:

[AB Tech President] Hank Dunn says he appreciates efforts by the Obama administration to fund more job training at community colleges, but he knows fiscal realities will likely get in the way.

“Everybody was talking about the president’s budget,” Dunn said. “I don’t think anybody believes there’s the money to do it. They call these aspirational budgets.”
