Votes — and voters — will not be needed.

That’s just one of the conclusions to draw from CMS staff up and deciding that they — not the school board, let alone a duly authorized elected body with the power to levy taxes — could go to the city of Charlotte with a proposal for proto impact fees on new development.

The other thing to note is that no elected official wants to step out first on impact fees if they can help it. No reason to get on the wrong side of every home builder in the region if you can help it. That is why there are rumblings that a grand compromise is being floated behind the scenes, to wit that if builders get behind another hike in the local sales tax next year, impact fees will no longer be on the table.

Just something else to worry about on the tax front.
