In Forsyth County, former Commissioner Bill Whiteheart wins his runoff, setting up a showdown with Ted Kaplan for an at-large seat.

It should be an interesting race between two controversial figures. Back in 2007, Whiteheart had issues with the City of Winston-Salem over property he owned that was attracting vagrants, while Kaplan is a board member of the Tourism Development Authority, which has been a source of controversy the past couple of years.

Meanwhile, with a 7 percent turnout, Wilkes County voters approve a quarter-cent sales tax hike.
