Some years ago, it was said McCain-Feingold campaign finance reform wasn’t worth the effort to understand because the best of lawyers had differing interpretations thereof. Henry Waxman’s 2000+ page monstrosity, known affectionately as “healthcare reform” had to be passed to learn what it contained. Bank regulations are predictable only in that they can be expected to take money from those who have it, but don’t have effective lobbyists or contributors. In one sense, we have returned to the Middle Ages where the power structure requires ignorant masses who want to escape the forces of evil (the IRS) to rely on the arm of those who can read (accountants and attorneys).
