Back between 2004 and 2007, the City of Asheville received HUD funding for an organization that no longer exists to help people turned down by conventional lenders get mortgages. That was back when people could still get away with claiming ignorance of any possibility that the housing bubble might burst. Today, $27,178 is left over from the fund, and the city wants to give it to Mountain Housing Opportunities for the same purpose, except the city will collect 5% for administration.
