N.C. elections board investigator Kim Westbrook Strach has testified she believes former Rep. Michael Decker and a leader of the state optometrists’ political action group violated state campaign finance laws.
Under questioning from elections board chairman Larry Leake, Strach says she believes Decker and optometrist M. Scott Edwards both broke multiple laws.
Decker and Edwards have refused to testify in the hearing — citing their Fifth Amendment rights against self-incrimination.
