At the outset, the bizarre plot of point-in-time counts printed in the plan indicated an average of about 555 homeless for the six preceding years. 300 were chronic. The program has placed 231 homeless, 100 of whom were chronic, in “permanent” housing. The article does not say how many cycled out of the count by death, desertion, employment, or adoption.
