Capital Beat reports that Sen. Phil Berger has filed two bills dealing with incentives for film companies. One would ban incentives entirely; the other would outlaw incentives for films that contain obscene material based on the general statute defining obscenity.

But who cares what the statute says? Filmmakers will always. find a way to argue that their material isn’t obscene, and the government will always listen because they’re just dying to hand out money. Legislators need to make this simple: Yes or No for film incentives.
