N.C. House Speaker Jim Black says he had no knowledge that some checks from optometrists ended up being use for former Rep. Michael Decker’s personal expenses.

Asked whether that practice would cause him concerns, Black testified: “Yes, sir, that’s a problem.”

Elections board chairman Larry Leake also questioned Black about a $4,000 check from his campaign to Decker’s campaign on February 9, 2005. Decker deposited the check, then closed his campaign account the next day and pocketed the money.

Black says he gave the money when he encouraged Decker to put together money for another run for office.

Leake questioned that logic: “He sure had your committee’s money 24 hours later, didn’t he?”

“Yes, sir,” Black responded.
