In the spirit of my recent CJO column exhorting America to end its arrogant, go-it-alone mentality and be more like Europe ? in relying on the private sector to deliver educational services ? let me add that there’s another area where many European countries are more market-oriented than we are: water utilities.

While there are plenty of private water systems in North Carolina and across the country, they supply a total of only 13 percent of our drinking water. In France and several Central European countries, the percentage is far higher, often a majority. In Britain, nearly all water services are provided by private systems.
