Our Becki Gray keeps finding new things in ratified legislation. The latest example is S 1313, which states


Notwithstanding any other provision of law, no local zoning ordinance shall apply to any State‑owned building built or to be built on any State‑owned land within six blocks of the State Capitol without the consent of the Council of State.”


Two years ago, the General Assembly and Gov. Easley approved the Green Square Project. It is not quite clear if this is the project intended, because the Green Square would be on land sold by the state to the State Employee Credit Union for $1, though with the option to repurchase. It is also very unclear what the law would consider “six blocks.” The downtown street grid is a bit haphazard for this purpose.

Regardless what project it’s for, a developer somewhere is smiling.
