Roy Cordato is criticizing IMPLAN, that great computer program that shows how government investments are supposed to multiply returns beyond reason. Cordato says the program allows users to bypass consideration of opportunity costs, and it will not object if somebody wants to interchange costs and benefits. The critique was crafted in response to an economic impact analysis for expanding nuclear power in North Carolina. Cordato says the study assumes people will sit in cold, dark rooms rather than using something besides nuclear fission to generate electricity. Worse, it considers nuclear waste a benefit because it will create jobs.
