Mills River citizens voted against a tax increase to fund the construction and upkeep of a 51-acre park. Rather than holding an election, the town council opted to send out a survey. The survey was mailed to 2967 households, evidently disenfranchising half the voters who were married to voters. Of 2967 surveys mailed, 292 came back. Only 40 people voiced support of the tax increase.

The town council wants to proceed with constructing the park, nonetheless. Council continues to have only four members that remain divided on how to fill a vacancy created when Ed Glenn left for health reasons.
