I understand your confusion, you might have gone to UNC-enormo. But the form you should have linked is here.
This is the form that clarifies residency for UNC. Notice that they do not require a SS number on the form. But since we don’t enforce immigration laws in NC, how the heck are you going to enforce “legal residency” status at UNC-enormo (I love that phrase)?
But they are tough on “legal” residents who seek residency in the system. I think they require five-years residency now to fit the bill. But if this passes them may have to reduce it to four years for out-of-staters so that they are treated as fairly as out-of-countries.
