Tom Campbell, in this week’s SpinCycle newsletter, says this year’s Senate budget and the process that put it together is “the worst ever witnessed,” according to “most everyone from every persuasion.”

Just some of the complaints include:
1.?Decisions made by a handful behind closed doors.
2.?Rolling significant legislation such as the lottery and university governance into the budget.
3. Obvious “spin” or positioning of items to make them look more favorable.
4.?Revenue and expenditure legislation contained in the same document.
5. Personal “perks” for leadership in special provisions
6.?Failure to allow Senators proper time to review the lengthy document before voting on it, as well as maneuvering to stifle debate and amendments on the floor.
7. Total insistence that party members vote party lines or fear retribution.
