The Charlotte Observer takes a whack at the question. Of course, the answer is Governor Easley, and he gets to be in charge without being accountable to anyone. Sweet deal. So, I would not expect any changes soon.
Education quote of the day: School goverance at the state level is so wacky that it’s hard to even draw an organization chart that says who’s responsible for what, let alone figure out the way things work politically.
