Andy Willis of the UNC system agrees: “Sometimes these things just magically appear,” he said about the new John B. McClendon athletic scholarships inserted into the budget by Sen. Charlie Dannelly, but never introduced as a separate bill. Dannelly had failed to get support for $500,000 to promote the CIAA basketball tournament in Charlotte (money never provided by the state while the tournament was in Raleigh).
