Who would have thought that Amendment 1, the obscure election to allow local governments to borrow money without taxpayer approval, would have escalated just three years later into a statewide scandal on the first use of Tax Increment Financing.
But Lt. Gov. Perdue’s people have wasted little time attacking State Treasurer Richard Moore (who oversaw the approval of the Parton project). Ouch!!
