A unanimous three-judge panel of the N.C. Court of Appeals has upheld a lower court’s ruling in the disputed Clayton Town Council elections. The ruling means that all candidates who appeared on the original ballot should appear on a new ballot ? in the same order ? for a new election.

A unanimous panel also reversed a lower court ruling and ordered that plaintiff Reginald Newberne can move forward with a “whistleblower” suit against the N.C. Highway Patrol, N.C. Department of Crime Control and Public Safety, and officials connected with those agencies.
