The extortion is more of what Bastiat called legal plunder. Under the Community Reinvestment Act, activist groups like ACORN have the power to threaten banks with deals they can’t refuse: give us lots of money or else we will call down federal regulators on you.

In a properly functioning society, groups like ACORN would have to raise money from willing donors. If that were the case, it would probably be microscopic.
