According to the president of Haywood County’s Chamber of Commerce, CeCe Hipps, all programs promised funding from the Rural Center will be paid. That means local governments that have already spent money they were expecting will be OK for the short term, and that there remains no disincentive for passing resolutions to reimburse themselves with proceeds from future indebtedness, should they go that route. On the bright side, the Rural Center will be downsizing, after being faulted for loose accounting procedures and high, high overhead.
