There are a couple articles in the Sylva Herald (1, 2) about a developer building without the appropriate licenses. It is a safe guess he was avoiding costs and bureaucracy. Now, we all understand the importance of following stupid laws. As a republic, citizens are responsible for electing leaders who don’t put stupid laws on the books. But for the time being, I would be interested in further research on an idea recent floated around the John Locke Foundation about voluntary credentialing.
