U.S. Rep. G.K. Butterfield  introduced an amendment to the National Defense Authorization Act that would have required the Navy to provide detailed information about its desire to develop an outlying landing field (OLF) in North Carolina or Virginia.  If the information weren’t provided, no funds would go to the OLF.

The House Rules Committee rejected the amendment.

I haven’t seen the amendment (only what has been reported), but if it really focused on transparency alone, then it is difficult to see why this amendment was rejected.  If the Navy can’t be up front about why it needs this OLF, then it shouldn’t be able to build it.
