In my first look at the Senate budget proposal, it seemed a decent plan. Expected for FY’10 availability was about $1 billion less than in the governor’s budget, but spending was down about the same amount. Then I noticed the federal Medicaid money did not show up as revenue in the Senate plan, though it did in the governor’s. By a strange coincidence, that happens to be $1 billion in FY’10. And you’ll be shocked to learn that Medicaid spending in the Senate proposal is about $1 billion less than in the governors.

I’m still trying to look at the two plans in an apples-to-apples way, but it seems that the Senate again found a way to spend more than the governor.
