Plus there is money to be made by skirting alcohol permitting and excise tax laws, which provides a powerful incentive to hold after-hours parties. Most of all, Mecklenburg’s revolving-door court system virtually guarantees that anyone caught in the hunt on, say, weapons or general mayhem charges will be set free.
