These are no doubt focal points of violence in beat-down neighborhoods, but people will seek out vice outside the law if they cannot find vice within the law. Not everyone wants to drive to Cherokee for a little gambling, faux as it might be.
Plus there is money to be made by skirting alcohol permitting and excise tax laws, which provides a powerful incentive to hold after-hours parties. Most of all, Mecklenburg’s revolving-door court system virtually guarantees that anyone caught in the hunt on, say, weapons or general mayhem charges will be set free.
So what is the point? Well, it looks good.
