That is how the National Education Association describes Bush’s veto of the House’s appropriations bill.
According to the NEA, “Cutting these programs would literally leave millions of children behind…” I am sure that we can do without a sailing school (taught aboard a catamaran!) and a Portuguese-as-a-second-language program.
