She was lamenting the fact that “some people in Raleigh” would not agree to hand out more corporate welfare.
More hyperbole? Additional sarcasm? More weird ramblings?
Or just another bad joke to make a bad policy point?
Possibly, but her real problem is that her ideas are dated and wrongheaded, and she expresses them poorly, as Hood explained here.
