A unanimous three-judge panel of the N.C. Court of Appeals has reversed a trial court’s decision banning Chapel Hill from enforcing its towing and mobile phone ordinances. The appellate judges rejected a towing company owner’s argument that Chapel Hill’s restrictions on cell phone use among drivers would cause “irreparable harm” to his business.
