Proponents of taxpayer-financed elections envy two states, Arizona and Maine, that have taxpayer financing of statewide races.

It is interesting, but not surprising, that Arizona has decided to
overhaul its “clean elections” system because of the numerous
complaints from candidates.

According to this article:

“The
bill includes sweeping changes that raises funding levels for
participating candidates. It also loosens reporting requirements and
raises contribution limits for nonparticipating candidates.

Other changes include reducing matching money given to
candidates who take public funding when nonparticipating opponents
spend money to raise money privately.”

Basically, the bill tries to make it less likely that candidates will feel forced to participate in the system, as they do now.
